This is a power steering return hose to fit the VW Golf Mk3, 1991-1998 specifically the 1.8, 1.9 diesel and 2.0 GTI/16v.

It runs from the steering rack to the reservoir and carries the fluid at low pressure. The hose is made from steel pipe and rubber hose. It features the correct flared end and comes with a rubber O-ring to seal in the rack.
